Monica has presented for pharmaceutical manufacturing audiences and has experience in various therapeutic areas, including neurological, mental health, diabetes, oncology, and other specialties. Her policy expertise is in reimbursement with a focus on healthcare, pharmaceuticals, and patient advocacy.
Prior to founding Avanti, Monica served as the Head of Public Policy for Cencora, formerly known as AmerisourceBergen. There she conducted analysis and distilled key trends for internal and external stakeholders with a focus on the Inflation Reduction Act (IRA), supply chain security (DSCSA), drug shortages, 340B, biosimilars, pharmacy DIR fees, Inflation Reduction Act (IRA), particularly the Medicare Drug Price Negotiation Program (MDPNP), the Affordable Care Act, 340B, supply chain dynamics, pharmacy benefit managers and federal health programs, particularly the Medicare Prescription Drug Benefit (Part D).
At Biogen, Monioca served as a thought leader and presented before PhARMA, BIO, HLC and briefings on Capitol Hill. She led the organization’s state work in policy and reimbursement space, working with dozens of large and small trade groups, healthcare organizations, patient groups, and industry associations. She served as Senior Director at Biogen, in the Government Affairs and Policy division, leading a nationwide team on issues such as PDABs, step therapy, and copay assistance. She worked closely with Market Access, Research & Development, and Medical Affairs teams on the PDUFA process for the first drug to treat Alzheimer’s in 20 years, as well as medication for Post Partum Depression (PPD).
She helped spearhead the Healthy Climate, Healthy Lives Initiative, which was a groundbreaking initiative to eliminate fossil fuels from pharmaceutical operations and address climate, health, and equity.

Leading our strategic initiatives is Monica N. Pham, Esq., a policy and politics professional with over 20 years of experience in policy, politics, advocacy, and strategic engagement. Monica brings a unique blend of analytical rigor and creative problem-solving to every engagement. With her proven track record of helping organizations navigate complex challenges and capitalize on emerging opportunities, she serves as the strategic architect behind our client success stories.
As the CEO of Avanti Strategies Consulting Group, she advises clients on public policy, advocacy, and how to navigate political dynamics with precision and purpose. She understands that policy primes the business market and trends. Prior to founding Avanti, Monica worked at Cencora, formerly AmeriSourceBergen, a Fortune 10 company, and Biogen, a Fortune 500 company.
Monica served as senior staff for Senator Jack Reed and legislative counsel for Vice President, then-Senator Kamala Harris, spearheading the appropriations process. She drafted multiple pieces of legislation regarding environmental permitting, energy regulatory structures, and was the lead staffer for the Environmental and Public Works (EPW) Committee. Before serving in the Senate, Monica spent many years as a senior staffer in the United States House of Representatives, with responsibility for drafting laws, coordinating policies, programs, and regulations across the entire federal government. In addition to her roles with Rep. Mike Honda and Rep. Barbara Lee. Monica was the first female Executive Director for the Congressional HIV/AIDS Caucus - a bipartisan caucus.
Monica’s state experience includes working for Governor Phil Murphy of New Jersey during the COVID-19 Public Health Emergency (PHE), where she led federal advocacy when Gov. Murphy was head of the National Governors Association (NGA), as well as the Democratic Governors Association (DGA).
Prior to her time on Capitol Hill, Monica worked in the United Nations, the executive branch at the Department of Veterans Affairs Office of General Counsel, and in the private sector for Weill Gotschal and Manges, and Princeton University.
She earned a B.S. in Neurobiology and Human Development from Cornell University and an M.P.A. from Columbia University’s School of International and Public Affairs. Monica obtained a J.D. from Hofstra University School of Law and is a member of the Supreme Court bar and the New Jersey State Bar.
She lives in Washington, D.C. with her husband and their 2-year-old daughter.
